The Flagstaff District, Grand Canyon Region Case Study 2006Sample Nonprofit, Government Application
An independent writing team, composed of current and former Baldrige National Quality Program Examiners, developed this resource to illustrate what an application might look like for a nonprofit, government organization applying for the Malcolm Baldrige National Quality Award. The Flagstaff District, Grand Canyon Region Case Study, depicting a fictitious government organization, is intended to help both nonprofit organizations and Examiners at the national, state, and local levels appreciate the differences between for-profit organizations and government agencies.
The goal of the case study is to point out those differences as follows: mission-oriented versus profit-oriented organizations, decisions made by government organizations that might not make business sense but are done for long-term national interest, forced turnover (mobility agreements for senior military and civilian leadership), spending to eliminate misappropriations, a funding stream that must be used or it will be lost, different “kinds of money,” and the reluctance of some government organizations to share comparative data with other organizations. The Flagstaff District, Grand Canyon Region Case Study uses the Criteria for Performance Excellence to show how government agencies can strengthen their commitment to providing exceptional value for customers and to continuously improving every aspect of their business.
This case study is an example of a nonprofit application; it is not meant to be an example of a role model organization nor of a model application. The team prepared this case study in anticipation of the addition in 2007 of a nonprofit category competition to the Award.
