Dr. William Billotte currently serves as the Program Manager for the Counterterrorism And Response Technologies (CART) program within the NIST Law Enforcement Standards Office (OLES). In that position, he helps law enforcement, fire and EMS with their physical security and Chemical Biological Radiation Nuclear and Explosive (CBRNE) technology needs. His federal team provides program management and technical support to the Department of Homeland Security (DHS) and the National Institute of Justice (NIJ) in order to develop standards or further research for responders. Prior to joining OLES, Dr. Billotte was a CBRNE Scientist for the US Navy Space and Naval Warfare Systems Command Atlantic (SPAWAR Atlantic). For SPAWAR, he managed programs to test, evaluate, acquire and share information on CBRNE and responder technologies. This include supporting the construction of the National Geospatial-Intelligence Agency's New Campus East, the FEMA CEDAP (Commercial Equipment Direct Assistance Program), the FEMA Responder Knowledge Base (RKB) and the DHS S&T SAVER program. Prior to joining SPAWAR, Dr. Billotte served as a Bioscience Advisor for Booz Allen Hamilton where he supported DoD, DARPA, the Intelligence Community, and DHS in the biotechnology, chem/bio defense and responder technology areas.
