This February, NIST's Public Safety Communications Research Division will host a webinar featuring the PSCR Impact Assessment: 2016–2022 Executive Summary Report. The full report will be available in the spring of 2023. The Middle Class Tax Relief and Job Creation Act of 2012 charged NIST’s PSCR Division with performing critical public safety communications research and development during a 10-year period. September 30, 2022 marked the close out of the $300 million PSCR received from that legislation and the Public Safety Trust Fund. Dereck Orr is the Division Chief of the Public Safety Communications Division at NIST's Communications Technology Laboratory (CTL). He has also served as the Program Manager for the Public Safety Communications Research (PSCR) program since 2002. The PSCR program acts as an objective technical advisor and laboratory to the public safety community to accelerate the adoption and implementation of the most critical public safety communication standards and technologies. Orr received a Masters in Public Policy from the College of William and Mary and a Bachelor of Arts in American History from the University of Texas at Austin.
