Proposed Rulemaking to Incorporate the NICE Framework in Support of Strengthening America’s Cybersecurity Workforce
On January 3, 2025, the Federal Register published a proposed FAR (Federal Acquisitions Regulations) Rule to incorporate the NICE Workforce Framework for Cybersecurity (NICE Framework) and related implementation tools for use “in contracts for information technology support services and cybersecurity support services in line with Executive Order (E.O.) 13870, America’s Cybersecurity Workforce.”
The May 2019 Executive Order called for, among other requirements, incorporation of the NICE Framework into workforce knowledge and skill requirements for federal contractors. The order itself was informed by a May 2018 Department of Commerce and Department of Homeland Security Secretaries report to the President on Supporting the Growth and Sustainment of the Nation's Cybersecurity Workforce.
