Mr. Garst is recognized for his leadership and initiative in developing and implementing a spill-control program on the NIST Boulder campus. He designed, purchased and put in place an emergency spill-control kit program for the various buildings on campus to mitigate the impact to NIST research and facilities. After responding to a sewage overflow event and noting the deficiencies in the existing spill control, Garst took it upon himself to address deficiencies and develop a program for helping to mitigate future damages and exposure to potentially infectious material from spills, leaks and sewage backups.
