Mr. Richter is recognized for superior contributions in the leadership and development of domestic and international documentary standards in the area of liquid and gas flow meters. Most notably, he led the international community to consensus in the development of the premier international standard that covers the important field of petroleum fuel dispensers, as well as meters for other high-value petroleum products. This standard creates a level playing field for international trade by providing a single consensus specification for U.S. manufacturers to comply with.
