Designation Requirements for Israel

Introduction
 

The Mutual Recognition Agreement between the Government of the United States of America and the Government of the State of Israel for Conformity Assessment of Telecommunications Equipment was signed on October 15, 2012, and entered in to force on December 12, 2013.

The Agreement provides for the mutual recognition by the Parties of testing laboratories, and for the mutual acceptance of test reports generated by those recognized labs.

Note: Certification body recognition is not included at this time. While the text of Agreement also includes reference to recognition of certification bodies, Section II of Annex I in the Agreement has been intentionally left blank until such time that both Parties agree to expand the MRA to cover this activity. 

Regulatory Authority

The Ministry of Communication (MOC) is the regulatory authority in Israel. Both MOC and the Ministry of Economy (MOE) make the decision on recognition.

Application Documents & Process

Please refer to the Criteria for Designation of U.S. Conformity Assessment Bodies under the US-Israel Mutual Recognition Agreement (April 12, 2024, Version 6) for the requirements and application instructions. Please note that the ISO/IEC 17025 Scope and Certificate of Accreditation used to support the designation for Israel must include the signature of an accreditation body representative (and the name of the representative if the signature is not legible).  

Once NIST has reviewed the application and confirmed its completeness, NIST will forward a designation request to MOC and MOE who, under the terms of the MRA, have up to 60 days to respond to NIST. 

Please note that recognitions expire on the accreditation expiration date that MOC has on record. CABs that are currently recognized by MOC shall update their recognition expiration date by submitting their renewed or extended ISO/IEC 17025 Scope and Certificate of Accreditation to mra [at] nist.gov (mra[at]nist[dot]gov) as soon as possible.
