Dr. Phillips is recognized for his leadership, innovation, and technical foresight in pioneering evidence-based decision making for face recognition and biometric algorithms. From organizing one of the first Face Recognition Technology Evaluation programs in 1993, through modern-day assessment of human examiners and their biometric decision-making practices, Dr. Phillips’ ongoing research programs have focused the field’s research directions to uncover limitations, build trust, and establish best practices for biometrics measurement and evaluation.
