Abstract

This document provides a strategy and a project plan for the Global Community Technology Challenge, a federal smart cities program led by the Smart Connected Systems Division at the National Institute of Standards and Technology, an agency of the U.S. Department of Commerce. The Global Community Technology Challenge (GCTC) is a nation-wide public-private partnership of cities and communities, local and state government agencies, and private-sector for-profit and non-profit entities dedicated to improving the urban environment and residents' quality of life through the integration of advanced cyber-physical systems and Internet-of-Things (IoT)-based technologies. GCTC serves as the federal coordinator for this partnership, in collaboration with other federal agencies and offices that sponsor smart city-related projects and research activities. This strategy is based on a consensus planning process chartered by the NIST GCTC project office in collaboration with the leadership of the twelve GCTC technology sectors (working groups), who collectively represent over 220 cities and communities across the U.S. that have initiated Smart City programs or projects as GCTC member communities. This strategy document aligns with current Administration, Department of Commerce and NIST strategic documents, and covers a planning period of three years, from 2024-2026.
