Designation Requirements for Vietnam

Phase I: Testing Laboratories


The Ministry of Information and Communication (MIC) is the telecommunications regulatory authority of the Socialist Republic of Vietnam.  Information on MIC’s Science and Technology standards, quality and conformity assessment activities is located here

Standards Available for Recognition


The mandatory technical regulations and standards for which Vietnam will accept test reports from recognized CABs designated by the United States are identified in MIC's Annex I (posted October 10, 2024).  An on-line version in Vietnamese is available here

A catalog of QCVN technical regulations is posted on the MIC website (in Vietnamese).

IMPORTANT: Vietnam's recognition is only valid for the period of the accreditation. The recognition expires when the accreditation expires. On-going re-application is necessary to avoid periods of non-recognition.

Scope of Accreditation - Format of Standards

The ISO/IEC 17025 scope of accreditation must contain:

  • the regulation's numerical reference
  • the year of issue - Example: QCVN 19:2010/BTTTT

Applying for a New Recognition

General CAB Requirements


The CAB must meet the following General Requirements.

Application Documents & Process


The CAB shall submit the following documents to NIST electronically at mra [at] nist.gov (mra[at]nist[dot]gov(link sends e-mail)).

  • Phase I Application Documents  
  • One sample test report for each Annex I standard for which recognition is being sought.

    The sample test reports must correctly reflect the requirements of the MIC standards, including any national deviations.

    Note:  For QCVN 127 and QCVN 129, please contact NIST to obtain a copy of MIC’s document containing the mandatory test cases that must be included in the test report. 

    The sample test reports will be provided to MIC for review. 

Once NIST has reviewed the application and confirmed its completeness, NIST will forward a designation request to MIC, who, under the terms of the MRA, has up to 60 days to respond to NIST. 

Adding Standards to the Existing Recognition

CABs that are currently recognized by MIC may request designation for additional standards by submitting the most current ISO/IEC 17025 Scope and Certificate of Accreditation listing the requested standards to mra [at] nist.gov (mra[at]nist[dot]gov).

In addition, the CAB shall submit one sample test report for each Annex I technical regulation/standard for which recognition is being newly sought. This includes standards being added for the first time and those being updated (to another version).  The sample test reports must correctly reflect the requirements of the MIC standards, including any national deviations.

The sample test reports will be provided to MIC for review.

Updating the Expiration Date for an Existing Recognition (Renewals/Extensions)


Please note that recognitions expire on the accreditation expiration date that MIC has on record. CABs that are currently recognized by MIC shall update their recognition expiration date by submitting their renewed or extended ISO/IEC 17025 Scope and Certificate of Accreditation to mra [at] nist.gov (mra[at]nist[dot]gov) as soon as possible.

This includes standards being added for the first time and those being updated (to another version).  The sample test reports must correctly reflect the requirements of the MIC standards, including any national deviations.
