Paths forward: Implementing HMM
The HMM is a performance-based methodology considering the relationship of exposure and hardening, rather than a blanket prescriptive approach, with the goal of cost-effective mitigation actions. The HMM leverages the rapid decrease in radiation and convection with distance to minimizes the required level of structure hardening. The described method is primarily aimed at retrofitting existing residential and commercial structures. Several programs implementing the HMM are listed below.
