Issues and Trends in Legal Metrology (from a U.S. Perspective)

Abstract

Several current aspects of legal metrology are likely to change significantly over the next 10 years to 20 years. Exponential increase in the use of technology in the marketplace requires legal metrology officials to become increasingly knowledgeable in a variety of measurement disciplines, frequently in the face of declining operating budgets and staff. From a technical perspective, the increased use of electronics, computerization and statistical process control procedures to aid in the testing, inspection and monitoring of equipment seems necessary. From a regulatory perspective, the use of marketplace surveys to assess the compliance of commodities and measuring instruments will be useful in developing sound enforcement procedures, decisions and policies. International agreements for calibration and testing services will improve worldwide efficiencies. We address these and other critical issues and trends in the marketplace, possible actions or approaches that can be considered, and factors that must be in place to ensure a comprehensive and effective regulatory control system.
