Curtis J. Black (Fed)

Management and Program Analyst

Curtis J. Black is currently the Management and Program Analyst for the Diversity, Equity, and Inclusivity Office (DEIO). As Management and Program Analyst, he provides support to the NIST DEIO Director in advancing NIST’s internal and external-facing DEIA efforts through a combination of project management, planning, organizational skills and high-level administrative functions. He further supports human capital diversity objectives and efforts in all phases of the employee life cycle.

A Maryland native, Curtis brings a wealth of passion, experience, and dedication to his role as a diversity, equity, inclusion, and accessibility influencer. Curtis has more than 21 years of federal service, including pivotal roles at the Social Security Administration where he served as a lead management analyst, staffing recruiter, and policy expert. Most recently, he served as the Diversity, Equity, Inclusion, and Accessibility Officer at the VA Maryland Health Care System.

He holds a master's degree in Vocational Rehabilitation Counseling from Coppin State University. Additionally, he earned a bachelor's degree in criminal justice.  He has further enhanced his expertise by obtaining a certification in Diversity, Equity, and Inclusion in the Workplace from the University of South Florida.

In addition to his federal service, Curtis is the founder of a volunteer organization that has been instrumental in addressing hunger, homelessness, and poverty throughout the city of Baltimore. His advocacy and extensive volunteer work and leadership have made significant impacts on vulnerable populations in Baltimore.
