The U.S. Department of Commerce awarded Edwards Vacuum up to $18 million in direct funding to support the construction of a greenfield state-of-the-art manufacturing facility in Genessee County, New York to produce dry vacuum pumps.
The investment will bring specialized dry vacuum pump manufacturing to the United States for the first time and could provide pumps to nearly all fabs built in the United States through the end of the decade and will help ensure a reliable domestic supply of dry vacuum pumps which are needed for semiconductor manufacturing. This is a meaningful step towards strengthening U.S. economic and national security, as currently, there is no domestic production of semiconductor-grade dry vacuum pumps. These pumps are essential for both advanced and legacy fabrication.
Edwards Vacuum’s project will create approximately 100 construction jobs and up to 500 production jobs.

In connection with the CHIPS award, Edwards Vacuum is committing to the following environmental responsibility and worker safety measures in its operations. As is required for all CHIPS projects, the Edwards Vacuum project will comply with all applicable environmental laws, including the Clean Water Act, Clean Air Act, Endangered Species Protection Act, and the Resource Conservation and Recovery Act.

Worker Safety Committee: Edwards Vacuum will establish or maintain a workforce safety committee comprised of workers and management that meets regularly and is authorized to address any worker health and safety concerns.
Adoption of Most Protective Occupational Exposure Limits: Edwards Vacuum has committed to developing its safety procedures by incorporating the most protective occupational exposure limit (OEL) among all applicable published health and safety standards (including National Institute for Occupational Safety and Health recommended exposure limits, and American Conference of Governmental Industrial Hygienists threshold limit values and biological exposure indices) for chemicals used in facility operations into each newly or revised company safety procedure.
As stated in the CHIPS Notice of Funding Opportunity for Commercial Fabrication Facilities, CHIPS for America will disburse direct funding to the company for capital expenditures spent on the projects based on the completion of construction, technology, production, and commercial milestones. The CHIPS Program Office will track the performance of each CHIPS Incentives Award via financial and programmatic reports, in accordance with the award terms and conditions.
All CHIPS funding recipients are required to adhere to restrictions pursuant to the CHIPS Act and NOFO regarding stock buybacks and national security guardrails, which limit the sharing of intellectual property. Edwards Vacuum LLC has agreed to not engage in any stock buybacks for a period of five years.
