A draft of Mobile ID Best Practices Recommendations Version 2 is now available.

The Mobile ID Best Practices Recommendations Kickoff Meeting was held on October 30, 2014 to discuss changes for creating a new and updated version of the Mobile ID BPR.

Here are the agenda and presentations for the meeting, along with the action items that came out of the meeting.

Note that ISO/IEC SC37 has been developing a document entitled "Biometrics used with mobile devices".

This may provide useful information for the BPR update, and should be referenced in the text of it.

NIST is pleased to announce the release of NISTIR 7950: Examination of the Impact of Fingerprint Spatial Area Loss on Matcher Performance in Various Mobile Identification Scenarios.

In 2013 NIST conducted a study of the FBI Repository for Individuals of Special Concern (RISC) system using various gallery and Mobile ID acquisition profile combinations to examine performance characteristics of the various profiles in terms of matching effectiveness and throughput. RISC is intended for use primarily by personnel in the field operating portable or mobile devices that collect either fewer fingerprints than are traditionally captured in a fingerprint booking environment, and/or smaller fingerprint impressions than traditionally collected. The results of this study can be found at "NISTIR 7950: Examination of the Impact of Fingerprint Spatial Area Loss on Matcher Performance in Various Mobile Identification Scenarios".

NIST is pleased to announce the release of Special Publication 500-280: Mobile ID Device Best Practices Recommendation Version 1.0.

The special publication is a culmination of over 2 years of effort by various stakeholders that included federal agencies, state and local governments, private sector entities and academic researchers forming the Mobile ID ad-hoc work group.

This best practices recommendation provides guidance and operational requirements for Mobile ID devices that can be used for enrollment, identification, and verification functions. It also provides sample sets of use-cases categorized according to severity and risk to public safety with suggested capture application profiles based on that categorization. In addition to this, the best practices recommendation contains guidelines to promote interoperability of such devices with each other as well as legacy systems.
